Ms. Carter joined the Institute for Human Services (IHS) in 1995.  As Manager of Information Technology, she oversees the planning, purchasing, development, and management of all technology-related initiatives and data tracking systems for the North American Resource Center for Child Welfare (NARCCW) and the Ohio Child Welfare Training Program (OCWTP).

Prior to working for IHS, Ms. Carter was a Program Coordinator for the Ohio Humanities Council where she coordinated detailed time-study analysis, grant administration, and various research, marketing and public relation initiatives.  She holds a Bachelor’s Degree in English from Wittenberg University.
